Proposal Specialist

Key Accountabilities

• Conduct meetings with customers and/or Business Proposal Manager to discuss the business requirements and Review RFP/RFQ/RFI in detail to identify proposal document preparation, evaluate bid requests and submission requirements
• Collaborate with Business Development Section and Program/Project Managers to prepare clarification request to confirm and gather additional information on requested services
• Coordinate Business Development Section, Contract & Procurement Department and Program/Project Managers for bid preparation
• Provide support/assistance to Business Development Team to develop business development approaches specific to pre-proposal positioning
• Collaborate with Business Proposal Manager to prepare Business Proposal Checklist/Outlines for customer and  subcontractor proposal submissions
• Gather technical and commercial inputs from Business Proposal Manager and Finance Department to draft the proposals, letters of quotations, presentations, business development etc. collateral within the specified timeframe
• Review subcontractor document submissions for accuracy, compliance with RFP and all applicable regulations
• Prepare final draft for proposals, letters of quotations, presentations and business development collaterals and perform changes and forward it to Manager- Proposals and Business Proposal Manager for review
• Prepare any further information or clarification to customer during their review period, including preparation and submission of revised or best and final proposals
• Suggest enhancements to Manager- Proposals for RFP and proposal response process to improve win-rate.
• Comply with proposal management policy & procedures, tools and templates
• Develop and maintain proposal department library of proposal tools, documents and graphics
• Prepare and maintain a weekly proposal status update report with all the relevant information on proposal

Minimum Qualification 

Bachelor degree in Business Management/ Marketing/ Communication or equivalent

Minimum Experience

• 12 years of experience in planning, preparation and production of engineering proposals and qualification packages for customers in public/private sector organization
• Experience with graphic design and page layout in a deadline-driven team environment
